Author Biographies
HEINZ GÄRTNER is Senior Researcher at the Austrian Institute for
International Affairs, Vienna. He has been Visiting Fellow or Visiting
Professor at the Institute for East-West Security Studies, New York; St.
Hugh's College, Oxford; University of British Columbia; University of
Erlangen, Germany; University of Vienna; Stanford University; and a
Fulbright Fellowship at the World Policy Institute, New York. In 1998 he
received the Bruno Kreisky Award for most outstanding Political Books for
Models of European Security. He has published widely on European Security,
NATO and Transatlantic Relations.
IAN M. CUTHBERTSON is a Senior Fellow at the World Policy Institute of The New School, where he is Director of the WPI's Counter-Terrorism Project and a Task Force Leader at the Program on Citizenship and Security. He also serves as a consultant on security issues to a number of governments, international organizations and multinational companies. He is the author and editor of a number of books and articles on European military affairs, Transatlantic security issues, the evolving relationship between Russia, the West and the new nations of Eurasia, counter-terrorism policy and the dangers posed by nuclear, chemical and biological weapons in the hands of terrorists.
